Can this be done for Online Race07/GTR Evolution? I.E. can you change the rim colour or re-brand the tires?

as far as i know you can't do it for race 07 so i imagine it will be the same for gtr evo but i'm no expert so wait and see if others knows better.

I have the files extracted and edited, just need to workout the method to call these up....

With Race 07 it is possable but as you have allready done sonn by decrypying the race 07 file as for EVo certain cars allow you to change the wheel color but not all.
