rFactor does have inbuilt cheat protection included in the package that checks for mismatches,
Unfortunatly I have seen people mention some sort of ram hack being used online to give greater speed to the player. As for a downloadable addon to combat this? Well im not sure if one is avaliable but I do know some leagues run there own anti cheat system like these guys, http://www.f1rst3.com/leagues/

You could try asking them, But dont count on it
 I think they use it just for there league.
